Flicker: smartphone x cams

First, background: I have a client with a poor light setup in your studio (tubular fluorescent lamp).

In Brazil, the HZ frequency is 60hz, but all settings or anything else I use, my videos files always have a small portion of flicker (if I set my cam to 1/10, i can't see, but... is 1/10 - I was try PAL-M and NTSC even in 60hz).

I use A6300 and was tested Canons like a t5i, 6D and 5d2 all have this issue (4k 24 100 in sony have more flicker) specially in pans or travellings.

In another way, my client have a Samsung galaxy S9 and a iPhone and she can't see this flicker when record stories video or vlog.

What's cause this phenomenum? Why phones dont flicker like a cams? Sensor size? (why?) I can't find one answer for my question. If anyone knows, please, tell me.
