Auto ISO puzzle

I have always thought that Auto ISO is a good idea and have always imagined that the use of it would cause the camera to adopt the lowest ISO appropriate to the shot. However I have never made it work like that.

On my XT3 I have set all three Auto Iso settings to a base Iso of 160 only varying the maximum ISO as between the settings.

Whenever I try to use it, ( Here  I assume that a half press on the shutter release indicates the actual Iso being used for the shot.)  I get an ISO no lower than 640 and often much higher.  My shutter speed is also on auto, but even in manual mode nothing seems to make the auto ISO shift down to the 160 default.

Otherwise the camera works normally so I am wondering whether there is some other setting which countermands the auto iso settings in the main menu.

Any thoughts would be greatly appreciated.
