Maybe it was but why put Make Offer if you have no intentions of coming off your price.

When I set up an Ebay auction, I will set the opening offer price as my de facto reserve price (the minimum I will accept) and will also sometimes enable the "Make Offer" option, hoping for an offer above my reserve price and banking on the idea that the buyer will want to avoid getting into a bidding war.  That works sometimes, but usually the buyers interpret the "make offer" option to be an indicator that the seller will sell for less than the reserve price.
