Is familiarity with the area a requirement for street photography?

I was just thinking, if I went to a foreign city on vacation where I'd never been and to which I'd probably never go back, would it be possible for me to shoot street photography, or would it simply be tourist photos?

I'm thinking if I were shooting in my local big city (Chicago) I have a certain familiarity with the place, from spending a lot of time there growing up. I won't be distracted by the usual stuff, but would be looking for unusual and personal moments to capture.

On the other hand, if I went to New York City, everything would be new. I wouldn't know what is usual or not. I'd be distracted by everything different

What are your thoughts on the matter?
