Gimp is an image editor just like Photoshop and just like Photoshop's "Adobe Camera Raw", Gimp requires a plugin to deal with raw. There is a wide variety of such raw plugins on offer, from UFRaw, RawTherapee to Darktable which I currently consider the best for my needs.

Gimp edits more than 20 different file formats besides jpeg so you certainly don't have to "convert an image to a jpg in order to edit it". By the way, you cannot edit a raw file, in any software. You can merely convert it to a bit image format which can then be manipulated. If that is all you want, try Darktable standalone.

All in all, recommend you read up before your next rant.
