I have both lenses and I travel to Paris often. I think the 18-55 will cover you 90% outdoor. The 55-250 will be used occasionally, most for subjects across Seine.  Neither of them is good for indoor, such as inside Louvre, or evening. If I were you, I may replace the 55-250 with a 24mm pancake or the 50mm 1.8.
