Definitely sounds like a defective lens.  Both the IS and aperture mechanisms require constant power when the camera is on.  It is possible one of those two are jammed and are causing a power surge.  It could also be a failure on the circuit board in the lens. Either way, it will unfortunately need to take a trip back to Canon.
