Guess the owner of a private property should be able to set the rules he finds adequate. When I go some place not public, and I want to take pics, I ask for permission in advance. That is just common sense.

The problem is that much of London is not public. The privately owned areas can be a hectare or less and there is no boundary marking. In one afternoon you might have to acquire 20 or 30 permits from different organisations.

Nor is it obvious who the landowner is.

If you are not shooting commercially, it's seldom an issue. But some areas are more draconian than others.
