Which is a better option as a photo edit monitor?

Hi all, I am considering to buy a monitor (21"-24") for photo editing. It would be very helpful if you guy can give me some advises.

I think that sRGB is more important because most of the media (smartphone, general display, general printers) works in sRGB. Adobe RGB covers a larger range however, without the right tools it cannot be displayed.

Background

- I take photo as a hobby, and edit in RAW format with canon's software, DPP.

- I don't earn money from photography

- I take a wide range of categories from food to scenery (food 80%: streets 10%: scenery 10%)

- photos are shoot in sRGB at the moment

Gears

- Canon 100D (Kiss X7)

- Dell Inspirion 14 (7460)

Question 1.

Would it be better to buy A) a budget but relatively high sRGB monitor and hardware calibrate it OR B) a high quality monitor with factory calibration?

For example,

What are your suggestion for a photo editing monitor at 21"-24" for less than $300.
