Handheld Low Light: 23mm @ f/3.2 with OIS vs f/1.4 or f/2 no OIS

Handheld Low Light: 23mm @ f/3.2 with OIS vs f/1.4 or f/2 no OIS

For shooting handheld in low light (night street and indoors) how much of a difference do you think OIS makes for stills? From tests I've googled it seems that for wider focal lengths they got about 1.5-2 stops from the OIS.

The 18-55 has a max aperture of f/3.2 @ 23mm. The f/2 prime is only 1 1/3rd stop faster and doesn't have OIS - does that mean sharpness would likely be similar between the two at max aperture in low light?

The 1.4 is just over two full stops brigher so I would expect that would perform better, though the shallow DOF could be an issue.

I realize it's not just about sharpness and the primes may have other better qualities such as the rendering, etc. Thanks!
