clarification for flash and SS

I think that I'm reading, or probably misunderstanding something about flash (Ive avoided flash, but the other night I pulled it out and am trying to learn)

A made up scene...

At a wedding the couple is slow dancing and there is some light behind them Id like to capture. I set up and a 1/60 SS works great.

Then they start dancing more quickly.

I figure that the flash would still be freezing them. Somewhere someone is writing that they would  increase the SS. (This would change my ambient light exposure, but that's not my point)

Do I need to anticipate increasing my SS when that occurs?
