Auto ISO on Nikon D500 - how to set up


I hope someone can help steer me in the right direction. I have read and reread the instructions to do this but nothing is happening. This is what I have done

Auto ISO settings

Auto ISO sensitivity is ON

Maximum sensitivity is 12800

Minimum shutter speed AUTO

I know I can switch auto on and off by pressing the ISO button and turn the front control wheel just below the shutter. However it makes no difference and it just stays at the ISO setting I have set up manually. It doesn't matter whether I have the camera in M,P,S,A. The Auto ISO is flashing but nothing changes.

I photograph birds. There are times I want to be totally manual exposure. But there are times I wish to set the aperture and shutter speed in Manual and have the ISO change so that I can get the speed and aperture that I want.

Can anyone explain what I am doing wrong. Thanks.
