Your lens is normal in this regard. When the A/M switch is in manual mode, the "screwdriver" linkage is disconnected. When it's in autofocus mode, the focus ring is disconnected. Either way you won't see the screw turn when turning the focus ring.

It may be that you are used to different lenses that I am, but based on your description, I'd send the lens back.
