The Canon SX60 video isn't great towards the darker end of twilight, with noticeable grain/artefacts, so I imagine the SX740 is similar.

I would agree that in general most all 1/2.3" sensor cameras are going to give reduced video performance in low light (cameras vary in how they apply noise reduction though).

For low light video I would go for a 1" sensor camera if possible.  I haven't shot lower light video with sx730 at all as I recall but I have with the 1" sensor g7xII, rx100 iii,  and g9xII.  Also Canon, Nikon, and Sony APS-C and Nikon full frame.  G7xII gives really nice lower light video but really cannot touch full frame of course for lower light performance.
