Two simples questions on crop factor

Hi guys !

I know about the fact that a focal length doesn't change because a 35mm lens is a 35mm lens, and remains a 35mm lens even on a M43 body. Okay, I got it. BUT, I was wondering if there was a crop with a M43 designed lens, like Panasonic (or Olympus) does. Is a 12mm from Panasonic (designed for M43) a 12mm on M43, or a 24mm ? (I know the lens is still a 12mm, it's just a shortcut). And what about the f-stops ? Does a F2 "become" a F4 ?

Also, what is the crop factor of a M43 camera when we put an APS-C designed lens ? More specifically, what is the crop factor of the BMPCC4K (which has a 4/3 sensor) ?
