Shooting a person with a high contrast scene

what are the recommended settings for shooting a scene at sunset that contains the following:
1) a person that stands at the shore facing the camera (a little bit to the right corner to allow for the sun to appear at the center of the photo).
2) the sun is fully shown and is near the horizon.
3) the shore sand
4) the ocean must appear in the scene without any motion blur.

I need everything to be in focus: the shore, the sun, the ocean and the person so no shallow DOF allowed, I know this kind of photo is not straightforward to produce, so I definitely need a tripod and use the Manual Exposure mode, but can't figure out how to shoot this high contrast scene without making motion blur for the ocean giving that shooting at the golden hour requires slow shutter speed.
unfortunately, HDR mode in Nikon D850 is not allowed with Manual Exposure mode and Focus Shift doesn't work well with high contrast scenes.
