New PC build, cheapest single thread performance for old LR 6.14

Going to be building a new box soon, smallish mini-itx on a budget.

As the old Lightroom non-subscription doesn't use multiple CPU threads in Develop mode it seems the new 4 core i3-9100f has the highest single core score for the latest budget CPUs.

The new Ryzen 5 3600 looks very promising though but not available until July 7th, it is more expensive BUT has 6 cores with 12 threads AND most importantly is a 7nm chip so should use even less power than Intels 14nm chips. I know it makes no difference to LR 6.14 but for other software it will.

Build will have 16GB RAM, NVME SSD, with semi-passive or otherwise extremely quiet fans. Quietness is paramount.

I may even try and switch from LR someday, don't ask me to subscribe as I don't even have an internet connection at home nor will I have.

Anything will be an improvement on the 4GB i3 laptop I am using, post processing is highly irratating and impossible to stack/merge/panos etc. etc. All the moreso since upgrading from 12bit 16MP to 14bit 24MP camera 6 months ago, RAW files are about 30MB each.
