Are you saying the "no tax" benefit applies to every purchase? I think it just applies to internet purchases from B&H? As such I think your as much as 11.63% bonus is not accurate.

Where did he say that the "as much as 11.63%" was on any possible purchase?  It seems pretty clear that the context was purchases from B&H.  In that context, if there is any locale in the country that has a 11.63% sales/use tax rate and that compels B&H to be its collection agent, his statement is accurate.
