The link you provided to b&h states "When used with APS-C cameras, the Laowa 15mm Macro can utilize +/-6 mm of vertical shift to help correct perspective."  That certainly implies that the lens cannot be shifted on a Full Frame camera.

There is serious vignetting but at f/11 it isn't so bad that it can't be corrected by cropping in about 1.2x, not 1.5x. If you desperately needed the full width you could also just bracket and combine shots in post. A lens profile to correct the barrel distortion is probably cropping you in to 1.1x anyway. It's a $500 lens after all. My Nikon 14-24 needs some correction as well if there are obvious lines near the edges.

Sounds like a hassle to save $1200 on a lens you are going to own for many years, or decades.  People in the market for TS lenses are making money with their gear.  The $1200 difference is fairly easily justifiable to a pro, and it's a write off.
