Z7 auto ISO seems seriously flawed

It's not a strange disregard (unless you've chosen to assume how your tool should work, rather than learn how it works). You're using a near fully-automatic exposure algorithm and it prioritizes achieving exposure, not your creative viewpoint.

From page 170 of the FW 2.0 manual: "Shutter speeds may drop below the selected minimum if optimum exposure cannot be achieved at the ISO sensitivity chosen for maximum sensitivity"

Use manual mode otherwise. And give the manual a read in the future.
