The shutter speeds are 1/20 and 1/25 - plenty of time for double image slow exposure blur after the flash fired.

Nikon cameras usually come with slowest shutter speed when using flash set to 1/60. This reduces the chance of "double image blur" though the background will be darker than at around 1/20 shutter speeds.

You can adjust the flash slowest shutter speed to faster or slower than the default 1/60 in the Custom Setting Menu - bracketing/flash.
