RF mount can't possibly replace EF-M - there is no way the system could be small enough. I'm currently in Turkey, and I have my M6 (and my wife has her M5) and we have all the EF-M lenses except the 18-55 with us, also a 50mm f1.1, 8mm fisheye, and 300mm mirror lens. Carrying that lot around is pretty simple with the M system, and would be pretty difficult with R. I do love my R, and also still my 5D IV, and my L lenses, but M wins out big time for travel.
A better question would be if it might make sense for Canon to produce R crop cameras as well - a 7D II replacement might certainly make sense, and it's possible that a crop version of the RP might sell, but I'm not so sure - it won't have the size or likely cost advantages of M.
