No . i`ts an urban myth . there are plenty of dud 18-55s made in Japan and no 16-50s are made there and yet consistency Is very high ..

I put the 18-55`s poor sample variation down to it being a difficult lens to put together well , lets face it, it`s tiny for an APS-C lens that fast which has an OIS system and so little optical distortion , tolerances must be very tight ....... the 16-50 is pretty much the same size , is a lot slower and has loads of distortion (leaves the camera to correct it) so needs less tight tolerances so easier to assemble .
