Out of the three options that you have chosen to give a go, the Nikon 70-300mm f4.5-5.6E would be the better lens. Considering the fact that you are interested in Landscape photography, a longish lens like this can be very fruitful.

Nikon 16-35mm FX VR f4 (has VR but expensive)
Nikon 17-35mm AF_S Zoom (f2.8 good, no VR, expensive)
Nikon 24-70 f2.8 FX AF_S G ED (f2.8 good, no VR, heavy, expensive)
Nikon 28-70mm f2.8 AF-S D (f2.8 good, no VR, heavy)

Nikon 28-70mm f3.5-4.5 AF D
Nikon 35-70mm AF D (f2.8 good, not as wide, no VR, fogging issues)

VR Image Stabilization is a key feature, something that you mentioned at the bottom which wasn't there in those lenses.
