ETTR doesn't mean always increase exposure, it means apply the highest exposure that you can without clipping what you're not willing to clip. That can mean negative EC too.

I fully agree, the trouble is that it is not always easy to judge in certain situations and there is not always a chance for a second shot. So basically trying to maximise exposure in unfamiliar situations can be a risky game.
