Why would a window cause IS jitter?

I thought there was a problem with my 100-400L II's image stabilization because many photos I took while testing my new EOS R exhibited terrible "jitter", like the IS system had a little too much coffee. I just realized that my test shots with the issue were taken through a glass window, and if I open the window and take the same photo again, the jitter is gone.

NOTE that the first two photos were a test I did indoors, shooting a magazine page hanging on the wall. They do not exhibit the problem. All the others in the gallery do, however. I could understand if the window caused a focus issue, but the camera gives me a green focus dot and beeps that it is locked in... but this seems to be an IS issue. Thoughts?
