The day I took these swan pictures, it was overcast.

Do you have a tripod? If so, get as close as you can, set up, use live view at full magnification to manually focus. Experiment with slower SS and stopping down a little. I think this is your best chance. If you go with a TC, you'd likely be best to use a tripod.
