Yes, flash is going to freeze the water. LED lights might give odd reflections. I would suggest using ambient light. You might need an ND filter to get a slow enough shutterspeed if you're shooting in direct sunlight with a wide aperture. I would suggest having a 1, 2, and 4 stop ND filter on hand so you can use slow shutterspeeds. Try 1/2 second to 1 second. 1 second should give a very soft, etherial quality to the water.
