Is the 18-55 a slow lens compared to the 100-400?

I I have a X-H1 with the 100-400. In CH mode in a brightly lit room I can take pic after pic filling the buffer on a slow card quickly.
Though on a Used 18-55 I purchased the system seems to take pics much slower. Instead of those insane bursts I get with the 100-400 I get more of a tempered experience with the 18-55. There's a lot a fair bit more noise in the operation of the 18-55. One thing I notice is when using the 18-55 the red light near the thumb rest goes solid red a lot. With the 100-400 it doesn't do that. I'm using the fastest Sandisk UHS-II card on the market. So no way it's a card issue.
any ideas if this is normal?
