Reducing motion blur in low light

Hi

I am shooting some photos in a gym and I wanted some advice on  how to reduce  motion blur as I am shooting pics of people running on treadmills

I am shooting at ISO640, 50mm lens, F4.0, 1/250sec  any tips on how i can get better focus on these photos. Below is a test photo.

I am getting blurry hands on some of the photos.  and it doesnt look completely in focus. Any tips on how i can improve this? I also want to blur the background more. Should i perhaps get closer to the model and maybe use an 85mm lens
