Source of fuzz in photo of the moon

Last Tuesday I had an opportunity for a unique shot of the moon. The shot was through a cut in Comb Ridge just before sunset.

I find the image of the moon is fuzzy. I don’t know whether the fuzz is from a thin layer of cloud/mist or from failure to achieve focus.

I have attached two photos. One is the complete photo with the moon and the road cut. (CR2 image converted to jpg and downsized.) The other is of the moon blown up to 100%.

Shot with a Canon 5D Mark IV, Canon EF 70-300 f4.5 L at 88mm..

I ask your thoughts on the source of the fuzziness.
