Do my ideal tripods exist?

Yes, I am still in search. I have put together a list of requirements/wants, but I'm having trouble finding the one(s) that fit them.

Tripod 1 - hiking:

height of tripod without the ball head (no center column) - at least 46"

weight of tripod including the ball head - 2.5 lbs or less

folded length of tripod not including the head - 16" or less

weight capacity - 8 lbs or more

leg sections - 4

price, including the cost of the ball head - $250 or less

Tripod 2 - general purpose, not being carried far:

height of tripod without the ball head - at least 60"

weight of tripod without the ball head - 3-4.5 lbs, but I could stretch to 5 lbs

folded length of tripod not including the head - 22" or less

weight capacity - 27 lbs or more

leg sections - 4

price or tripod NOT including the ball head - $450 or less

For each tripod, I'd also like decent quality, but doesn't have to be Gitzo or RRS.  I'm not finding a good solution for the Tripod 1.  For the Tripod 2 solution, what about the INNOREL RT-80C ?  It fits all my requirements, but its quality is unknown and the price scares me a little.  I could pair that with the Arca Swiss Z1 ball head that I currently have.

Suggestions?
