How do you do this?

Using any photo editor. I use Affinity. You would use PS. Some raw processor software can do it: Darktable, maybe ON1? I'm no expert on software.

I'm sure most people shy away from high ISO (or to put it another way, deeply underexposed raw files), but sometimes the use case arises, and this thread is to discuss those times.
