If budget is tight, you might actually be better served with the original non-IS 300mm f4L.  This is a fantastic lens, measurably sharper than the IS version, and actually works very well with a 1.4x on a high-megapixel 24MP APS-C camera.  You give up IS and closer focus ability, but for pure image quality it is another notch up, and probably goes for a bit less used.  I got mine about a dozen years ago for $500, and still use it for landscapes (on medium format no less!) to this day.
