I'd try to get a G9. I know this is probably a big leap price wise over the other cameras you are considering. Maybe you can find one used. At least in the US, it is on sale now. I've had 6 or 7 different m43 cameras (not the 2 you are looking at) and this camera by far is the best and by a huge margin.

I wouldn't buy used personally, unless it really looks real low mileage. Lots of reports of problems with the EM1 (MK I version), but I have no personal experience. GX8 seems like a nice camera on paper, but it seems to have an IS system that is not very good and some reports of shutter shock problems.

To me Panasonic got it right with the G80/85. Better shutter and IS mechanism. This is very important. They wouldn't redesign those important components if there were not problems with them. The only major thing the G80/85 really lack is the latest sensor. If you are Ok with the 16MP sensor in the G80/85 I'd recommend that camera over the other 2.

If somehow you can afford it, get a G9. This is the camera where they finally got everything right. An EM1 II is similar (but not quite as good) spec wise, but more $ and I'd take the G9 over it even if they were the same price.

I feel the G9 is sort of a camera for life where everything else in m43 is just not quite there yet. It is that good.
