For the modern Panasonics, the only way to control aperture/shutter/ISO for video is in the Creative Video Mode on the mode dial (M icon with movie camera next to it). Any other mode on mode dial the settings don't affect video at all, only stills.

Switch the mode dial to Creative Video Mode, then use either the touch screen to select top left corner and change the video mode from "P" to "A" or "M" to change aperture. Or use the menu > [Motion Picture] > [Exposure Mode].
