There are strong and valid arguments for either of those lenses.

For my own needs, I required the extra stop of light over IS.  I shoot weddings, and portraits, and given the clean high ISO capabilities of the R, I can mitigate the loss of IS with a bit higher ISO's and or f2, whichever is required for a given situation, so as to speed up the shutter and mitigate my movements.

The RF 28-70 f2 balances on the R very well, and you would be surprised at how lithe and ergonomic working with this combo is. Besides I am shooting with the slightly heavier 70-200L f2.8 IS II anyway, so what's the difference if another lens is "heavy"?

Here's the thing for me: I perceive the RF 28-70 f2 as an infinite number of fast primes between 28mm and 70.  Granted its not f1.4 or faster, but that 1 stop of more light provides more bokeh opportunities that an f2.8 could ever give.

For me it is about the bokeh possibilities, so I got the RF 28-70 f2, and no regrets.  Oh, and by the way the RF 28-70 is crazy sharp wide open.
