But the 2 stops is the whole point of the lens.  I used the lens when traveling extensively, it was great in very low light which I often found myself shooting in.  If you are always in the sunshine, with lots of light maybe you don't need to 2 stops or IS and that is fine as it is always about a use case.  You may have spent a lot of money getting someplace, and if you can't take the picture because the lens doesn't let in enough light you have wasted your money in a different way.  I find these kinds of blanket statements "largely a waste of money" not very helpful.

However, this lens does have very good IQ, better than the 17-40 f4 which is an older L lens I have also used.  It was better than most kit lenses as well.

So we all make our choices and our tradeoffs based on what we want to do and how much money is in our wallets.  There is no "right" lens for everyone.  If the lens sells a lot then the mfg have found a niche where that combination of characteristics and prices appeals.  Not all lenses appeal to me, but that is fine and I'm happy to let others make their choices.
