Strobe for hobby setup?

I decided I wanted to get into UW photography after returning from a trip where I did a lot of diving and saw some of the photos my fellow divers were taking. That said I have a major problem accumulating a bunch of new gear.

I have purchased a Meikon housing for my old Fuji XM-1 body, it's the body I take on trips were photography isn't my top priority or to sketchy places where I wouldn't be heartbroken if it was broken or stolen, so it will be right at home 25 meters underwater.

I decided to go this route over the compact camera route - buying an equally cheap ikelite housing for my old Canon S95, because the sensor is painfully tiny on that thing.

The housing has a fiber optic port, and it doesn't look like the onboard flash on the XM-1 will get me anywhere underwater. I'm looking at underwater strobes, but they all seem to cost as much as my camera body and housing combined! Too me this seems a bridge too far (e.x. $500+ for a single Sea & Sea strobe), am I missing a more economical option? I see lots of cheap LED banks that are more like torches than strobes, are these a viable alternative? What about a regular dive torch?

Any advice is appreciated.
