If the Sigma has lens contacts it should be telling the IBIS to go to 30mm setting and that focal length should appear on the screen.

If it is only that lens that behaves like that in the 30mm range then I would suspect the lens of doing something strange.

With my muddle of Olympus and Panasonic lenses (from 9mm up to 300mm) and the Samyang fisheye (IBIS set at 8mm for that), the E-P5 (two bodies) IBIS works fine for always about something more than 4 stops of stabilisation and sometimes 5 stops.

Make sure that the firmware is up to date and that zero second anti-shock is enabled and used.
