Could you use the free application "Calibre" to convert it?
(I have no idea what the results would be, but I believe that Calibre can do conversions such as that...)

I've tried Calibre and I've tried two to four (can't remember) online converts.  They all lose some of the images and, generally, the formatting is rather horrid.  With Calibre and I long time, I bet it could be tweaked to produce nice output but it would be a long time and I'm not sure if the settings would be useful for the next PDF.

I don't have any complaints using Preview to read the Canon manuals in pdf format. What is it that you find "lacking" when reading them?

I want the last page I read to be synced across devices.  That's my main itch right now.  Perhaps its me but I can't set any book marks, highlights, or add notes and have them sync to iOS.  Preview wants to make a new copy any time I do any.  I'm not sure about Reader.

I would switch to just keep a folder and have my PDFs synced with tools like GoodReader on iOS and Acrobat on MacOS.  GoodReader will do the sync'ing for me.  I may play with it this weekend.  It  will cost me $5 to find out.  But I suspect the last page viewed will not get synchronized between the platforms.  There are various people on another forum asking much the same question.
