Why is IBIS and focus Etc.. such a struggle for any camera maker?

Please pardon my ignorance on the subject.

I see many comments like "this company hasn't figured out IBIS" yet, or "that company is still perfecting PDAF", or "give Nikon a break, it's their first try at mirrorless FF".

Is this not public domain type of knowledge like the wheel or window squeegees or on/off switches? As super-computing blinding fast chips and AI technology come to the forefront is it not available to anyone who wants to partake of it?

Take for instance IBIS; once you grasp the concept, how hard can it be?  I mean they only have to jiggle a sensor around a little bit to reduce camera shake, it's not like they're trying to land a manned spaceship on the dark side of the mood.
