The 16-35mm f/4 is sharp at f/4, however it's not any sharper than the 24-70mm f/2.8 ii, if that's the lens you have, at 24mm.  What the 16-35mm does offer is a wider lens with IS.  On my last trip to Italy I took a lot of duplicate photos using these two lenses (no tripod).  No difference in results at matching FL.  In the 16 vs 24mm results the edge goes to the 16mm, depending on what you're photographing.  It is a very nice lens, if you really desire the 16-20mm FL.

Going outside the box, I have seen some really nice photos using the Sigma 20mm f/1.4 Art lens, a lens I don't own.  However, with that you are comparing 20 vs 24mm FL.  Not sure if that will really rock your boat like a 16mm will, depending on what you plan on photographing.  Good luck.
