Yes & No. Android OS still requires (or is supposed to) that the app asks for & be given permission from the user to access or write to the SD card. The app can't do it on it's own, or if it does or can, then I'd be suspicious of it. This is a security control so that 3rd party apps or malware cannot write to the SD card on their own.

Once a gallery app is given permission, then it becomes far more flexible than the Android gallery app. I use an old version of QuickPic (v3.4.9.1) that is small, light does a great job for managing image files other than batch renaming. It can be found via a web search for a link on the XDA Forum site. Newer versions require more invasive permissions as QuickPic was sold soon after the above version. Simple Gallery is also another not bad gallery app. Depends on how many bells & whistles for Social Mania crap that one wants built in.

Of course you're right about Android requiring user access permission, the point being that some camera apps have microSD folder selection and filename modification, but many don't. I agree about QuickPic, and use the "pre-Cheetah Mobile" version on an older Android J tablet, still kicking upstairs - currently prefer Piktures Premium (Diune) as a nicer interface - free version is ad-free, but money buys access to online storage services and Chromecast presentation.
