Canon 6D Noise At 400 ISO ?????

I am new to wildlife shooting and have a new 6D and a new Sigma 150-600. I am wondering if the specks in the uniform background is noise. I kept my ISO to 400 which I figured on a full frame low light beast like the 6D is supposed to be, I didn’t think it would be a problem. I guess I am trying to still figure out of this camera has any issues and how can I shoot better to avoid the noise. I shot JPEG so I know it better in RAW. I shot today on a cloudy day and I know that doesn’t help. When I crop some of these to fill the frame, the noise/speckles seem worse even.

any help is greatly appreciated.
