You don’t need IS on a tripod,

Not in every case. If you are touching the camera, or you're out in the wind, or there is vibration through the floor... IS will probably give you a more stable image through the viewfinder, and therefore a sharper photo.

but with IS on you introduce a potentially moving element, eg the IS lens component. Hence turning off IS.

"Potentially", yes, but extremely rare. Hence, test to find out what works best rather than trying to memorise and interpret rules.

If your camera is moving in the wind on a tripod, you need a new tripod.

Seriously though, adding a moving component like an IS lens to a tripod set up defeats the purpose of a tripod. It’s really not that difficult to understand.

Or maybe canon lenses have something in them that sense when the camera is perfectly still IS gets disabled until the camera starts shaking and it turns on again?

No, it's a myth that IS can't handle stillness (so it doesn't need to be disabled), and it's trivially easy to prove that for yourself.
