Exopsure compensation question

Playing with exposure compensation on my 6dii. Is the only thing that changes during exposure compensation is the iso? I noticed that when I set my exposure comp. to +3 EV higher, ISO went up. Can someone clarify this function for me?

Also, if you are already at 100 ISO and want to go lower in exposure comp. how does the camera compensate for that?
