Aperture setting combined with faster glass

I have a general question about aperture combined with faster glass.  For example, if I were to take a photo using the Canon 16-35mm f/2.8 with a 4.5 aperture settings will my shutter speed be faster than if I took the same photo in the same lighting conditions if I were to use the Canon 16-35mm f/4 set to f/4.5?  Will the faster glass grant me a faster shutter speed with the same F ration?   Does the faster lens have benefits that extend beyond the F2.8-3.5 range?
