Yes, this is a common issue, most egregiously experienced on DSLRs, which in general, have painfully few focus points clustered in a narrow central area. The issue is unimaginably worse on entry-level DSLRs with focus points that can be counted on one's fingers.

It's why mirrorless bodies have hundreds of focus points, and better yet, things like eye-detect AF.

Is there any way around it? Not really, because getting the person to move closer can alter key relationships between foreground and background and so on.
