RAW files are intended to be post-processed. True?

I had a rather frustrating discussion with fellow photo club member the other night. I stated that camera manufacturer’s fully intend their RAW files to be post-processed. Those files viewed unchanged by post-processing software may not appear very good. Some changes must be made in order to make the shots look their best. He stated that the RAW files should look good right out of the camera like a JPG. Any comments?
